In a garden in California. Bees seem to like it and it looks like some kind of sage. From googling my guess is salvia apiana? Can anyone confirm?

I watched this bee (?) bumble around and then fall to the ground and land on its back. On closer inspection, it’s clutching a smaller bee(?). They were motionless after hitting the ground. What are they and what were they doing? CA
